Nevada’s House Finance Committee Approves 24 Hour Gambling

Friday, March 28th, 2008

A bill that will allow gamblers to play all day and night, on weekends and holidays in

Nevada’s two slot parlors, was approved by the House Finance Committee.

The bill was passed in the house by a vote of 12-3, with the opponents left baffled feeling that the state was relying on gambling to bring in funds for the treasury. In his appeal to state lawmakers, former state Rep. Rodney Driver, of

Richmond, said that the bill should not be passed so that the weak people and compulsive gamblers could be protected. He added that there was enough time for ordinary people to gamble with the present provisions in the law.Though members felt that this was a good move which could help the state add additional revenue to the tune of $14.8 million per year, as the state was already running a huge budget shortfall. The revenue projections were based on Senate Fiscal Advisor, Russell Dannecker, who said that the bill would allow 24 hour gambling on weekends and at nights which were followed by a holiday on Monday. The bill’s sponsor, Representative William San Bento, however, believes that the bill will allow 24 hour gambling on the nights before a holiday, irrespective of the day the holiday falls on.The bill will allow the 2 slot parlors to be open till 3 am every day. The two bills will now be considered by the full House of Representatives and Senate and it seems that the state is looking to fix a part of its budget short fall before its financial year closes on June 30.

Kentucky Governor Announces New Legislation for Casinos

Thursday, March 27th, 2008

The Governor of Kentucky, Steve Beshear has proposed a new legislation that will welcome casinos. The proposal needs a constitutional amendment that will allow the opening of more casinos in the state.

The proposal will allow gambling at a much larger scale in the state. The proposal calls for 12 more places to get gambling licenses. Seven of those twelve places will house horse racing and the other five would be ordinary gambling locations.Beshear stated that 80 per cent of the public wanted a vote to decide on this issue. He added that it was time that the government heeded to the peoples wishes. The main reason for the governor to make this proposal was to get money for the state. If passed, the state revenue in the financial year 2009 would rise by $500 million. This would include license fees paid by the casinos.By 2010, the state would be able to generate $482 million by the way of license fees and taxes. There is also a law planned by the governor to regulate gambling in the state if the law to bring it into the state is approved.

Danish Court Legalizes Poker Tournaments

Wednesday, March 26th, 2008

A Danish Municipal court has ruled that poker tournaments are legal and they are not breaking any government laws. The court ruled that a poker game was not based on luck but was based on the skill of the player, so it does not break local law. The court order acquitted the president of Danish Poker Association, Frederik Hostrup, on the charge of being the organizer of poker tournaments.Hostrup had been sued by the Danish hotel and restaurants association on behalf of the casinos.  This decision spurred an earlier order of the justice ministry of 2006, which had declared poker illegal. According to Hostrups lawyer, Henrik Hoffmann, poker was now a peoples game and around 2-3 million Danes were playing the game weekly.

As per Danish law, illegal gambling is constituted when, the person who organizes it is trying to achieve some commercial gain. According to Hoffman, poker was a game where one had to play smart, bet smart and let other players think that you are losing.

A spokesman for Horesta expressed both shock and surprise at the decision and stated, that poker was an addiction.  Prosecutors in Denmark have been given 14 days to appeal against the court ruling.

Antigua to break trade laws with US

Monday, March 24th, 2008

The Antigua-US trade dispute over internet gambling may snowball into a larger trade dispute. The former who had won a trade battle with the

US is planning to ignore other trade treaties with the latter.

Antigua has threatened the

United States that if the latter does not settle the internet gambling dispute by the end of March, it will allow full scale copying of American movies music and other materials. This threat has worried the Motion Picture Association of America, whose spokesperson felt that the same tactic could be followed by other small nations that had trade disputes with the

United States
to settle. According to Mark E. Mendel, the Antiguan representative, it was not the aim of the country to punish the movie producers or firms that held copyrights for music, but were help less in the face of the US inflexibility and refused to negotiate.
The starting point for the dispute between the two countries was a complaint launched by Antigua in 2003 with the World Trade Organization that the

US
was in violation of international trade treaties, by not allowing foreign on line gambling sites. More then 100 online gambling sites have made

Antigua their home.
The World Trade Organization had ruled that the US could not ban online gambling sites, a ruling which the

US
has not followed.

Friday, March 21st, 2008

The European Union has decided that it will investigate the

US law that bans people from online gambling. This move was undertaken after the EU received a number of complaints from Online Betting companies that are based in the continent.

This EU move is the result of a complaint launched in December with the EU by the Remote Gambling Association (a group that represents a number of online betting Companies based in the

Europe). In its complaint, the Remote Gambling Association claimed that US anti gambling laws were in infringement of international trade rules. In 2006, the United States passed a law which banned European online operators from making any money by online betting in the

US
. That move caused 3 UK companies, Sporting bet, Party Gaming and 888 Holdings large losses in revenue. This latest move by the EU has been welcomed by the RGA, which stated that its members were not being allowed to operate in the profitable

US
territory. Adding his voice was EU trade Secretary Peter Mandelson, who said that the

US
could resolve their citizen’s anxiety over internet gambling, but this should be done at the cost of European online operators.

Massachusetts Casino Expansion Bill Creates Issues

Thursday, March 20th, 2008

The recent proposal of the Massachusetts Governor Deval Patrick to pass The Massachusetts Casino Expansion bill has created a storm in the state. The bill proposes to allow three casinos to open in the state and ban online poker. The proposed bill will allow the state to award three licenses to Casinos, but is planning to protect the revenues of these casinos by punishing those states citizens who want to indulge in online poker. The bill will punish online poker players with a prison term of up to two years and a fine that could go up to US $ 25,000.

To protest the provisions of the bill, 36 online poker players launched a protest at the Boston Commons, earlier yesterday. The idea of this protest was to showcase their feelings against the bill, just before a scheduled public hearing by the Joint Committee on Economic Development and Emerging Technologies. The protestors belonged to the Poker Players Alliance, Massachusetts chapter and Harvard’s Global Poker Strategic Thinking Society.

According to Professor Charles Nesson, the president of Global Poker Strategic Thinking Society, both the governor and the state legislators denied drafting the penalty provisions of the bill. The Chairman of Interactive Media Entertainment and Gaming Association, added his opposition to the bill and said that, if Online Poker was legal in 48 states, why should it be illegal in one state. A similar move to ban online gambling was passed in

Washington State and people found indulging in it a Class C criminal.
